贾宇：针对预付式养老服务问题，我这次准备提出几点立法建议：一是对格式条款的公平性作出规定，禁止养老机构利用不公平格式条款限制老年人解约退费的权利。二是建议将康养社区、老年公寓等新型预付式养老机构及其运营资金纳入监管体系，规范收费标准，明确资金监管主管单位。三是建议增设不得以养老名义变相从事房地产销售业务的条款。四是严惩虚假宣传，禁止以高息回报等诱导性手段骗取老年人资金。
